WASHINGTON/Agencias.- The initiative to reform the health system of the Senate Finance Committee received a boost when the Congressional Budget Office (CBO), unaffiliated with any party, estimated that it would cost $ 829,000 million and reduce $ 81.000 million in the federal deficit over the next 10 years. That is good news both for the committee to President Barack Obama, as the CBO reported that not only meets its objectives as compared to the cost and the deficit, but reported that 94 percent of those eligible could expect to receive coverage under it, compared to 83 percent now.
Some 23 million people buy policies through insurance markets in which they could compare and buy insurance, according to the CBO, and some 14 million more incribirían in Medicaid, the joint state and federal program for low income and the Health Insurance Program for Children, as the plan would increase the benefits and, in some cases eligibility.
Around 25 million non-elderly people, of whom approximately one third are illegal immigrants, will probably uninsured by 2019, CBO estimated.
“The report, I think, is very promising,”said Max Baucus, a Montana Democrat senator and chairman of the Finance Committee. The majority leader in the Senate, Harry Reid, Nevada Democrat, added:” We are more about to give Americans access to affordable health care system and quality in a responsible manner in regard to taxation.”
Mitch McConnell of Kentucky, the Senate Republican leader, was less enthusiastic. Partisan”This proposal of the Committee on Finance will never vote in the Senate, because the actual bill will be written by Democratic leaders in a conference room closed to the public anywhere in the Capitol. The real project is another experiment of 1,000 pages and a billion dollars that will remove half a million dollars from Medicare for the elderly, raise taxes on American families at $ 400,000 million, will raise premiums for health insurance and will greatly increase the role the federal government in personal medical decisions for all Americans,”he charged.
The CBO analysis opens the way to commit Baucus for a final vote on his plan, probably later this week.
If approved – and is expected to be, because the committee has a Democratic majority of 13 to 10 – would be the last step before the Senate and full House debate leading to the measure on the health system .
Each chamber considered a bill. Three committees of the House have written similar versions of the legislation, and it is expected that the Democratic leaders based on a final version. The three projects include a government alternative to private health insurance, which is commonly known as the “public choice.”
In the Senate, Democrats have begun to strive to combine the outstanding version of the Finance Committee with another Health Commission approved in the summer.
The bill includes a panel of health public choice, while the version would finance non-profit cooperatives.
Baucus has said he has tried to develop a plan that can get 60 votes from the 100-member Senate, the number needed to remove obstacles. His project has many elements of the other, like banning insurers deny coverage for preexisting disease, requiring nearly everyone to have health insurance, and give help to those unable to afford insurance.
There was some opposition Democrat on the Finance Committee to parts of the Baucus plan, but apparently the CBO provided its work.
A concern of more conservative Democrats is the price. The CBO concluded that there will be several sources of funds.
The proposal of the commission of a tax of 40 percent on most insurance plans would raise expensive around $ 201,000 million. The fines to consumers and employers who fail to meet coverage requirements could raise $ 23,000 million while other income taxes and other budget adjustments would reduce the deficit by $ 83.000 million. Each figure is the total within 10 years.
The CBO estimated that there will be billions in savings from changes to Medicare and other government health programs.
